What this tool cannot do

  • Bookmarks and outlines: Table-of-contents bookmarks from source PDFs are not preserved in the merged output.
  • Interactive forms: Form fields, annotations, and hyperlinks are flattened during merging.
  • Password-protected files: Encrypted or DRM-protected PDFs cannot be opened or merged.
  • Page-level reordering: This tool merges entire files in sequence. For rearranging individual pages, use our PDF Splitter first.

How it works

1

Upload your PDFs

Drag and drop one or more PDF files into the upload area, or click to browse. Each file stays on your device — nothing is uploaded to any server.

2

Reorder if needed

Drag and drop the file cards to set the merge order. Remove any file you do not want. The top card becomes the first page of the final document.

3

Merge and download

Click "Merge PDFs." The tool copies every page at full fidelity and builds a single combined file. Download instantly with one click.

Frequently asked questions

What is the Best Answer Hub PDF Merger?

The Best Answer Hub PDF Merger is a free browser-based tool that combines multiple PDF files into a single document. You drag and drop your files, reorder them by dragging, and click Merge. The tool uses the pdf-lib library to copy every page from each source PDF into a new combined document, preserving original page dimensions, orientations, and content. Everything runs locally in your browser — no files are uploaded to any server. Updated May 2026.

Is the PDF Merger free and safe to use?

Yes, it is completely free with no usage limits, no signup, and no watermarked output. It is safe because all merging happens locally inside your browser using JavaScript. Your PDFs are never sent to a server, stored in a database, or logged anywhere. You can verify this by disconnecting from the internet after loading the page — the merger will continue to work perfectly. This makes it ideal for combining confidential contracts, medical records, financial statements, and legal filings.

How do I merge PDFs with this tool?

First, drag and drop one or more PDF files into the upload area, or click to browse. Each file appears as a card showing its name and page count. Drag the cards up or down to set the merge order — the top card becomes the first section of the merged PDF. Click the "Merge PDFs" button. The tool copies every page from each file in sequence and builds a new combined PDF. Download the result with one click.

Can I reorder pages before merging?

Yes. After you upload your PDFs, each file appears as a draggable card. You can drag and drop cards to rearrange the merge order. You can also remove individual files if you change your mind. The final merged document follows the order shown on screen from top to bottom. This is perfect for assembling reports, applications, or presentations where page sequence matters.

Can I use the PDF Merger offline?

Yes. After you load the page once, the merger works without an internet connection. It uses only the client-side pdf-lib library, which is loaded when you first open the page. There are no external API calls, no cloud processing, and no server dependencies. This makes it perfect for working with sensitive documents on restricted networks or while traveling.

Is there a file size or page count limit?

There are no file size or page count limits. Whether you are merging two contracts or combining fifty chapters into one e-book, the tool handles it the same way. We built Best Answer Hub because we were tired of utilities that cap basic tasks behind a paywall. Our mission is simple: give you free tools that work.

Does merging PDFs reduce quality or change formatting?

No. The PDF Merger uses pdf-lib's native page-copying API, which transfers page content at full fidelity. Text remains sharp, images retain their original resolution, and vector graphics stay intact. The tool does not re-encode, rasterize, or compress your content. The only change is that all pages are now contained in a single file instead of multiple files.

Are password-protected or encrypted PDFs supported?

No. Password-protected, encrypted, or DRM-protected PDFs cannot be opened by client-side JavaScript libraries without the decryption key. If you upload a protected PDF, the tool will show an error message for that file. You must remove the password protection using the original software that created the PDF before merging it here.

How does this compare to Smallpdf and iLovePDF mergers?

Smallpdf limits free users to two tasks per day and uploads your files to their servers. iLovePDF caps free web uploads and also processes files server-side. Both require an internet connection and create privacy exposure for sensitive documents. Best Answer Hub's PDF Merger is unlimited, requires no signup, processes everything locally in your browser, and offers drag-and-drop reordering that many free competitors lack. The trade-off is that we do not preserve bookmarks or form fields from the original PDFs — these are flattened during the merge process.

Can I merge scanned PDFs and image-based documents?

Yes. Scanned PDFs are treated the same as any other PDF. Each page is copied at full quality into the merged document. Because the tool does not re-encode or compress images during merging, scanned pages retain their original resolution and appearance. This makes the merger ideal for combining scanned receipts, certificates, contracts, and ID documents.

Are bookmarks, forms, and annotations preserved?

No. During the merge process, interactive elements such as bookmarks, form fields, annotations, and hyperlinks are flattened or removed. The output is a clean, static PDF containing only the visual page content. If you need to preserve form fields, you should fill them out before merging, or use a desktop PDF editor like Adobe Acrobat or PDF24 after merging.

Can I add more files after I have already selected some?

Yes. The drop zone remains active after your first upload. You can drag and drop additional PDFs at any time before clicking Merge. New files are appended to the bottom of the list, and you can reorder them along with your earlier selections. There is also an "Add more files" button that opens the file picker again.

Do I need to create an account to use the PDF Merger?

No account, email, or signup is required. We believe utility tools should have zero friction. Just open the page, drop your files, arrange them in order, and merge. There are no paywalls, no premium tiers, and no feature gates.

Which browsers are supported?

All modern browsers are supported including Chrome 90+, Firefox 88+, Safari 14+, Edge 90+, and Opera 76+. The tool uses standard Web APIs like the File API and TypedArrays. Internet Explorer is not supported. For best performance with large PDFs, we recommend Chrome or Edge on desktop.
